Google Chrome does not have its own proxy settings. It takes the proxy settings from Internet Explorer options. So we are going to configure this in IE’s options. Here is how to. Click the main menu of Chrome (Spanner icon) or use Alt+F key - Options - Under the hood - Network - Change Proxy settings. Chrome options.
So here’s the thing: the next time your browser crawls, glance in the bottom left edge of the browser. Does it say: “Downloading Proxy Script?” If so, here’s a quick fix to make Chrome stop the shenanigans and just load your websites.

The “Downloading proxy script” zinger is often a corollary of how your PC is configured to connect to the internet. A proxy is the middle man you use to get out to the interwebs.
Some IT departments use proxies to filter data, control content or improve performance. Others use it as a way to connect to the corporate network. Whatever the case may be, you can often resolve the problem by disabling Automatically Detect Settings in your Internet Options.
Let’s do this.

Press the Windows logo key and enter this phrase:
Now click the Connections tab and choose the LAN settings button nestled in the bottom corner of the window.
Uncheck Automatically detect settings and click all the OK buttons to close out the windows.

For whatever reason, on my Windows 8.1 PC, when I launch Chrome, I instantly have access and can visit sites and browse for about 30 seconds or so. Then suddenly everything hangs and any action I take or tab I open hangs there forever, not loading, with the status bar reading, 'Downloading proxy script..'

This keeps going for about a full minute or two. Then suddenly everything loads.
So my computer has network access. Other things like Steam, Skype, my weather app, all get network access immediately and function fine. Chrome upon launch functions for about 30 seconds then suddenly hangs for 2 minutes on that status bar item.

What the holy muff-munching nuggets is going on and how do I fix it? I don't have this issue with Chrome on my MacBook Air.
